Section 30. The common council shall ahve the control and management of the finances and of all the property real and personal, belonging to said city, and shall have full powder and authority, for and within said city, to make, estabish, publish, alter, modify, amend and repeal by-laws, ordinances, rules and regulations, for the folowing subjects, to-wit:
