To direct the location of all buildings for storing gunpowder or other combustible or explosive substances; to make regulations concerning the buying, carrying, selling, keeping and using gunpowder, fire-crackers or fire-works, or other combustible, inflammable, explosive or dangerous articles; the exhibition of fire-works and the discharge of cannon and fire-arms; and the use and kind of lamps or lights to be used in barns, stables and all buildings usually regarded as extra hazardous on account of fire, and to regulate, prevent and restrain the making of bonfires in the streets, lanes, alleys and public places[.]
